Senator Cynthia Villar gave her keynote message during the opening program together with Dr.Ulysses Montojo (Chief,NFRDI-FPHRDD), Ms.Norvida Gatdula (Chief,TD-Training Section), Ms.Marinel Punzalan (Prov.Fishery Officer Cavite) to the 40 participants from Las Piñas City, Cavite, Laguna, Rizal and Quezon.
