Under the Rice Tariffication Law that created the RCEF authored by Senator Cynthia Villar which has a P10B fund from tariff collected to empower rice farmers including the distribution of farm machineries and rice processing system so they can process and store their grains and not be victimized by unscrupulous persons and to complete the rice value chain.
